What is a “cookie”?

An “Internet Cookie” (also known as a “browser cookie” or “HTTP cookie,” or simply a “cookie”) is a small file consisting of letters and numbers that will be stored on the computer, mobile device, or other equipment of a user from which the Internet is accessed.
The cookie is installed by a request sent by a web server to a browser (e.g., Internet Explorer, Chrome) and is completely “passive” (it does not contain software, viruses, or spyware and cannot access information on the user’s hard drive).

A cookie consists of two parts: the name and the content or value of the cookie. Moreover, the lifetime of a cookie is determined; technically, only the web server that sent the cookie can access it again when a user returns to the Website associated with that server.
Cookies themselves do not require personal information in order to be used and, in most cases, do not personally identify internet users.

There are two main categories of cookies:

  • Session cookies – These are temporarily stored in the browser’s cookie folder so that the browser remembers them until the user leaves the respective website or closes the browser window (e.g., when logging in/out of a webmail account or social networks).
  • Persistent cookies – These are stored on a computer’s or device’s hard drive (and generally depend on the preset lifetime of the cookie). Persistent cookies also include those placed by a website other than the one the user is currently visiting—known as “third-party cookies”—which can be used anonymously to remember a user’s interests, so that advertising delivered is as relevant as possible.

From the perspective of the operator placing the cookies, there are:

  • First-party cookies – placed by the owner of the visited website;
  • Third-party cookies – placed by the operator of a website other than the one visited. These third parties must also comply with applicable law and with the privacy policies of the owner of the website on which they place cookies.

From the perspective of the purposes for which cookies are placed, the following categories are generally used: strictly necessary, measurement, analytics and website performance improvement, and marketing (targeting and advertising).
Details regarding the typology and description of all known types of cookies can be found by following this link: https://cookiepedia.co.uk.

What are the advantages of cookies?

A cookie contains information that creates a link between a web browser (the user) and a specific web server (the website). If a browser accesses that web server again, it can read the information already stored and respond accordingly. Cookies ensure users have a pleasant browsing experience and support the efforts of many websites to provide convenient services to users, e.g., preferences for online privacy, language options for the site, shopping carts, or relevant advertising.

What is the lifetime of a cookie?

Cookies are administered by web servers. The lifetime of a cookie can vary significantly, depending on the purpose for which it is placed. Some cookies are used exclusively for a single session and are not retained once the user leaves the website, while other cookies are retained and reused each time the user returns to that website (“persistent cookies”). However, cookies can be deleted by a user at any time through the browser settings.

How are cookies used by this site?

A visit to this site may place cookies for the following purposes:

  • Site performance cookies
  • Visitor analytics cookies
  • Geotargeting cookies
  • Registration cookies
  • Advertising cookies
  • Advertising providers’ cookies

These cookies may originate from the following third parties: social media pages such as Facebook, Google, Adform, and others.

Site performance cookies

This type of cookie remembers the user’s preferences on this site, so there is no need to set them on each visit.
Examples:

  • volume settings for the video player;
  • video streaming speed compatible with the browser.

Visitor analytics cookies

Each time a user visits this site, third-party analytics software generates a user analytics cookie. This cookie tells us whether you have visited this site before. The browser will tell us if you have this cookie, and if not, we will generate one. It allows us to monitor unique visitors and how often they visit.
As long as you are not registered on this site, this cookie cannot be used to identify individuals; it is used only for statistical purposes. If you are registered, we may also know the details you have provided, such as your email address and username—these being subject to confidentiality and the provisions of the Terms and Conditions, the Privacy Policy, and the applicable legislation regarding the protection of personal data.

Geotargeting cookies

These cookies are used by software that determines the country you come from. It is completely anonymous and is used only to target content—even when you are on our page in Romanian or another language, you may receive the same advertisement.

Registration cookies

When you register on this site, we generate a cookie that notifies us whether you are registered or not. Our servers use these cookies to show us the account with which you are registered and whether you have permission for a particular service. They also allow us to associate any comment you post on our site with your username. If you did not select “keep me logged in,” this cookie will be automatically deleted when you close your browser or computer.

Advertising cookies

These cookies allow us to find out whether you have viewed an online ad, what type it was, and how long it has been since you saw the advertising message.
We also use these cookies to target online advertising. We may also use third-party cookies for better ad targeting—for example, to show ads about apartments if the user recently visited an article on the site about certain apartments. These cookies are anonymous; they store information about the content viewed, not about users.
We also set anonymous cookies on other sites where we advertise. By receiving them, we can recognize you as a visitor to that site; if you later visit our site, we can deliver advertising based on this information.

Advertising providers’ cookies

Much of the advertising you find on this site belongs to third parties. Some of these parties use their own anonymous cookies to analyze how many people have been exposed to an advertising message or how many people have been exposed multiple times to the same advertisement.
The companies that generate these cookies have their own privacy policies, and this site does not have access to read or write these cookies. Third-party cookies can be used to show you targeted advertising on other sites, based on your browsing on this site.

Other third-party cookies

On some pages, third parties may set their own anonymous cookies for the purpose of tracking the success of an application or customizing an application. Due to the way they are used, this site cannot access these cookies, just as third parties cannot access the cookies owned by this site.
For example, when you share an article using the social media button on this site, that social network will record your activity.

What types of information are stored and accessed through cookies?

Cookies store information in a small text file that allows a website to recognize a browser. The web server will recognize the browser until the cookie expires or is deleted.
The cookie stores important information that improves the internet browsing experience (e.g., the language settings in which you want to access a site; keeping a user logged into a webmail account; online banking security; keeping products in the shopping cart).

The list of these cookies and the identity of the third parties that place them can be found in the following list:

Why Are Cookies Important for the Internet?

Cookies are central to the efficient functioning of the Internet, helping to generate a user-friendly browsing experience tailored to each user’s preferences and interests. Refusing or disabling cookies can make some websites impossible to use.

Refusing or disabling cookies does not mean you will no longer receive online advertising—it only means that such advertising will no longer take your preferences and interests into account, as reflected by your browsing behavior.

Examples of important cookie uses (that do not require a user to authenticate via an account):

  • Content and services tailored to the user’s preferences—news categories, weather, sports, maps, public and government services, entertainment websites, and travel services.
  • Offers tailored to users’ interests—remembering passwords, language preferences (e.g., displaying search results in Romanian).
  • Remembering child-protection filters for internet content (family mode options, safe search functions).
  • Limiting the frequency of ad display—limiting the number of times a particular ad is shown to a user on a website.
  • Providing more relevant advertising to the user.
  • Measurement, optimization, and analytics features—such as confirming a certain level of traffic to a website, what type of content is viewed, and how a user reaches a website (e.g., via search engines, directly, from other websites). Websites conduct these usage analyses to improve their sites for the benefit of users.

Security and Privacy Issues

Cookies are NOT viruses! They use plain-text formats. They are not made up of pieces of code, so they cannot be executed nor can they auto-run. Consequently, they cannot duplicate or replicate themselves on other networks to run or replicate again. Since they cannot perform these functions, they cannot be considered viruses.

Cookies can, however, be used for negative purposes. Because they store information about users’ preferences and browsing histories—on a particular site and across multiple sites—cookies can be used as a form of spyware. Many anti-spyware products are aware of this and routinely flag cookies for deletion during anti-virus/anti-spyware scans.

In general, browsers include privacy settings that provide different levels of cookie acceptance, validity periods, and automatic deletion after a user has visited a particular site.

Other security aspects related to cookies

Because identity protection is highly valuable and represents the right of every internet user, it is advisable to be aware of the potential issues cookies can create. Since information is constantly transmitted back and forth between the browser and the website, if an attacker or unauthorized person interferes with the data transmission path, the information contained in cookies may be intercepted.
Although very rare, this can happen if the browser connects to the server using an unencrypted network (e.g., an unsecured Wi-Fi network).

Other cookie-based attacks involve incorrect cookie settings on servers. If a website does not require the browser to use only encrypted channels, attackers can exploit this vulnerability to trick browsers into sending information over unsecure channels. Attackers then use the information to gain unauthorized access to certain sites. It is very important to choose the most appropriate methods to protect personal information.

Tips for Safe and Responsible, Cookie-Based Browsing

Due to their flexibility—and the fact that most of the most-visited and largest websites use cookies—cookies are almost unavoidable. Disabling cookies will prevent users from accessing some of the most widespread and commonly used sites, including YouTube, Gmail, Yahoo, and others.

Here are some tips to help you browse confidently while using cookies:

  • Customize your browser’s cookie settings to reflect a level of security that is comfortable for you.
  • If cookies do not bother you and you are the only person using the computer, you can set long expiration terms for storing browsing history and access data.
  • If you share computer access, you may consider setting the browser to delete individual browsing data every time you close it. This is a way to access sites that place cookies while deleting any visit information when you end the browsing session.
  • Install and keep anti-spyware applications up to date. Many anti-spyware tools include site attack detection and can prevent your browser from accessing websites that might exploit browser vulnerabilities or download malicious software.
  • Keep your browser up to date. Many cookie-based attacks exploit weaknesses in older browser versions.

Cookies are everywhere and cannot be avoided if you want to enjoy access to the best and largest websites on the Internet—local or international. With a clear understanding of how they work and the benefits they bring, you can take the necessary security measures to browse the internet with confidence.

How Can I Stop Cookies?

Disabling and refusing to receive cookies may make certain websites impractical or difficult to visit and use. Also, refusing to accept cookies does not mean you will no longer receive/see online advertising.

It is possible to set your browser so that cookies are no longer accepted, or you can set your browser to accept cookies from a particular site. However, for example, if you are not registered using cookies, you may not be able to post comments.

All modern browsers allow you to change cookie settings. These settings are usually found in the “options” or “preferences” menu of your browser. To understand these settings, the following links may be helpful; otherwise, you can use your browser’s “help” option for more details.
