Modernization of Unirii Underpass

In just two months, Sector 4 secured the most important infrastructure objective in the Capital, which has thus become the most technologically advanced and modern road tunnel in Romania!

Used daily by over 60,000 cars, the Unirii underpass connects University Square with Dimitrie Cantemir Boulevard, crossing Union Square underground.
The safety works on the most important infrastructure objective in the Capital have been completed. Following an investment of 12 million euros, the Unirii road underpass, approximately 900 meters long, has become the safest road tunnel in Romania in terms of infrastructure, as well as the most technologically advanced in the country.
To improve visibility inside the tunnel, 498 lighting fixtures and 4 kilometers of LED strips have been installed. In addition, 30 lighting poles and 150 projectors (on the ramp) were mounted on the surface, ensuring that the lighting system in the underpass serves as a safety guide for drivers. The Unirii underpass also now has the most advanced ventilation system in the country. State-of-the-art and designed specifically for road tunnels—similar to the world-renowned Mont Blanc tunnel connecting France and Italy—the system is fully automated and operates in two modes.
It consists of 60 fans that immediately activate when pollution levels inside the tunnel become too high, while also evacuating smoke toward the exit areas in case of fire.
In parallel with these works, the water and sewage utility networks, as well as the electrical networks, were replaced to allow the installation of the new lighting system, along with the implementation of a new video surveillance system. The underpass has also been equipped with two automated defibrillators for emergency situations, as well as amplifiers to strengthen mobile phone signal coverage.

Tudor Arghezi Metro Station

The City Hall of Sector 4 has already inaugurated the Tudor Arghezi metro station. Upcoming projects include new stations towards Berceni commune and the M4 line, between Gara de Nord and Gara Progresul.
Sector 4 of Bucharest has opened the Tudor Arghezi metro station, the only one ever built by a local authority. Thousands of people entering Bucharest daily from the localities neighboring Sector 4 can now reach the city center more easily, faster, and at lower cost, using the metro – an ecological and non-polluting means of transport. Along with the inauguration of the new station, a dedicated park & ride facility was also opened, offering 350 parking spaces for drivers, arranged on two levels. For the construction of these facilities, the Sector 4 community invested 50 million euros, in non-reimbursable European funds.
The new Tudor Arghezi metro station is located between Berceni station, the current end of Line M2, and the Ring Road, with a total length of 1.6 kilometers.
Metro trains on Line M2 now run directly between Tudor Arghezi and Pipera stations, eliminating the need for transfers at Berceni station.
The station has 5 pedestrian access points, one of which is located opposite the station and connects to the platform through a 14-meter-long underground passage beneath Berceni Road. Moreover, the new facility is equipped with a surveillance system of 70 video cameras, fire detection centers, as well as alarm and air treatment systems.



The Tudor Arghezi metro station cost approximately 50 million euros, financed through non-reimbursable funds. Together with the connecting line, the new station covers an area of over 15,000 square meters, between Berceni station, the current terminus of Line M2, and the Ring Road, with a total route length of 1.6 kilometers.
The Tudor Arghezi metro station is “the only above-ground metro station built on two levels.” The M2 metro line will be extended to Berceni commune, with 3 new metro stations to be built in Berceni, located south of Sector 4. In the vicinity of these stations, 3 large parking facilities will also be developed.
Extending the metro line in this area is extremely important, as it is a prerequisite for the development and revitalization of the southern part of the Capital, a part of the city that has long been deprived of investments and now seeks to compete with the northern areas of Bucharest, which have attracted much more significant economic development.
The Park & Ride Concept, a Success in Sector 4

Borrowed from major European capitals, the “park & ride” concept has proven to be a success in Sector 4 of Bucharest. Almost 1,500 new parking spaces have been developed by the City Hall of Sector 4 in less than a year, near the largest metro stations in the sector—Piața Sudului, Apărătorii Patriei, and Dimitrie Leonida—in order to ease traffic in the most congested areas. Here, people can safely leave their cars during the day and travel to the city center using public transport.

The first to feel the benefits of this type of parking and to escape the long traffic queues are commuters traveling daily into Bucharest, as well as residents of the new neighborhoods in the southern part of Sector 4, who now use the parking facilities built near Dimitrie Leonida, Berceni, and Tudor Arghezi metro stations.
Built in one of the busiest areas of Bucharest, at the intersection of Berceni Road and Olteniței Road, the parking facility at Piața Sudului is the first multi-level “park & ride” construction in the Capital, and also the first modular parking structure made of metal panels built in Bucharest in the last 30 years. The parking has a capacity of approximately 300 spaces, spread across three levels: ground floor and two upper levels. In addition, another 200 new parking spaces were created near Apărătorii Patriei metro station. As a novelty, this parking lot will also include a recreational area, with multi-purpose sports fields arranged on its terrace.
Sector 4 is the first and currently the only district that has public-use parking facilities built with its own investments, both on the boulevards taken over from the City Hall of Bucharest and in various areas as independent objectives. Almost 10,000 new parking spaces will be created in Sector 4 after the widening works on the main boulevards are completed, where angled parking spaces are being developed, as well as after the completion of 12 public paid parking projects. For instance, approximately 400 angled parking spaces have already been arranged only on Berceni Road, following modernization and reconfiguration works. With a length of 4 km, Berceni Road has been expanded from 2 lanes to 4 lanes.
At the same time, the widening works solved the flooding problem that used to occur in the IMGB area during every heavy rain. Over a 1.6 km stretch, the city hall built a drainage network to collect rainwater. The rainwater pipe was built outside the roadway, on the side of the metro line, while the drainage grates were installed along the roadside.
Therefore, the modernization of Berceni Road does not only mean widening the traffic artery but also essential works that had never been carried out in this area before—such as replacing the entire sewage system, installing a rainwater capture station, relocating all utilities underground, extending the public lighting network with LED-based solutions, all the way to the Ring Road.
Additionally, a 350-space Park & Ride facility has been created on Berceni Road, in the Capital, offering parking for cars, motorcycles, and spaces dedicated to drivers with disabilities. This location is a key transport hub for the southern area of Bucharest.
Modernization of Metro Stations

Sector 4 is modernizing and securing ISU authorization for nine metro stations.
To increase the safety of the tens of thousands of people in the southern part of Bucharest who use the metro as their main means of transportation, Sector 4 of the Municipality of Bucharest will urgently begin the rehabilitation and securing of the nine Metrorex stations located within its jurisdiction.
The first two stations that will benefit from these works—which include the creation of new access ways, underground pedestrian passages, modernization/reconfiguration/development of interior and exterior areas, as well as other types of interventions to be carried out after the technical documentation is prepared—are the Constantin Brâncoveanu and Apărătorii Patriei metro stations.
“We are talking about two of the busiest intersections in Bucharest, where the risk of accidents is very high. Just as we are already doing in the Eroii Revoluției area, where we have just completed the surface works and moved the workers into the underground passage connecting to the bus stations, the metro stations Apărătorii Patriei and Constantin Brâncoveanu also urgently need safety works and ISU authorization. This is the only way we can recover the huge gap in infrastructure investments in Sector 4, which has been neglected for the past 30 years,” said Daniel Băluță.
The works will be financed, among other sources, with non-reimbursable European funds, while Metrorex will provide assistance in drafting the technical projects and during the implementation of activities. Once the works are completed, the newly created infrastructure around the metro stations will become state property. Similar works will also be carried out, starting in 2025, at the following stations: Piața Unirii, Tineretului, Timpuri Noi, Eroii Revoluției, Piața Sudului, Dimitrie Leonida, and Berceni.

Extension of the M2 Metro Line to Berceni Commune and the M4 Line

Three new metro stations are being built in Berceni commune, located south of Sector 4. In their vicinity, three large Park & Ride facilities will also be developed. The investment is part of the project to extend the M2 metro line, Pipera–Berceni, beyond the Ring Road, into Berceni commune, continuing from the “Tudor Arghezi” station already built on Berceni Road.

Thus, Sector 4 of Bucharest is expanding metro infrastructure beyond the Capital’s Ring Road, toward Berceni commune. The new M2 line extension, starting from Tudor Arghezi station, will have a length of three kilometers, which can be covered in about 10 minutes—whereas currently, during peak hours, the same distance takes 30–40 minutes. The route will include three stations, each with two tracks dedicated to passenger traffic. This new infrastructure will be able to provide transport for approximately 10,000 people per day.
The extension of the M4 metro line, Gara de Nord – Gara Progresul, will be financed through non-reimbursable European funds, following the signing by the Sector 4 City Hall of a financing contract worth 2.5 billion euros. The new M4 line will have 14 stations along a total length of approximately 12 kilometers, stretching between Gara de Nord 2 and Gara Progresul stations, crossing Sectors 1, 4, and 5, as well as Jilava commune in Ilfov County.
The 14 stations of the new route are: Gara de Nord 2 – Știrbei Vodă – Bogdan Petriceicu Hașdeu – Uranus – George Rozorea – Chirigiu – Filaret – Eroii Revoluției 2 – George Bacovia – Toporași – Nicolae Cajal – Luica – Giurgiului – Progresului. The stations will be built according to the latest fire safety requirements and will be adapted for easy access by people with disabilities. They will also feature passenger protection systems, including glass panels and automatic doors at the edge of the platforms.
Sector 4 of Bucharest continues the process of modernization and revitalization of the southern area of the Capital. It is developing infrastructure for future generations!
Sector 4 is making important strides in developing and revitalizing the entire southern area of Bucharest. Given that we live in a large community such as the Capital, the local administration is preparing projects with major impact for all citizens living in the Bucharest–Ilfov metropolitan area, both in terms of road infrastructure and in terms of increasing the community’s economic potential.
According to socio-economic forecasts, by 2040 the southern area of the Capital will experience exponential development, which will involve, among other things, a significant increase in the number of residents living here, and consequently a proportional expansion of built areas. Experts estimate that in Berceni commune alone, more than 65,000 citizens could establish their families over the next 20 years, compared to the approximately 8,000 residents today. In this context, it is imperative that road infrastructure be adapted accordingly. The new infrastructure will ensure transport for approximately 10,000 people per day.
Reinforcement of the Unirii Slab

Sector 4 of the Municipality of Bucharest is calling on the best specialists to implement the project for the reinforcement of the Unirii Slab.
Sector 4 of Bucharest is launching the project for the complete reconstruction of the Unirii Slab, a nearly 100-year-old concrete structure that supports a large part of Union Square and which, according to technical assessments, is currently classified as Technical Class IV – unsatisfactory, out of five possible classes.
In parallel with the ongoing public tender procedure for the reinforcement of the Unirii Slab, Sector 4 of Bucharest will form a team of specialists with vast experience in the construction field, whose extremely important role will be to support the contractors tasked with rebuilding the “mammoth” structure in Union Square, both during the design and execution phases.

The contract for drafting the technical project and carrying out the actual works—awarded (following a public tender procedure conducted through the Public Procurement System – SICAP and finalized at the end of 2023) to a consortium of renowned builders and designers with proven expertise in major infrastructure projects—has been signed.
Funding for the works has already been secured since last year by the Government of Romania, which allocated approximately 800 million lei for the reconstruction of the Unirii Slab, a strategic infrastructure objective for Bucharest.
Since April 2022, the Unirii Underpass and the Unirii Slab, two infrastructure objectives of strategic importance for the Capital, have been under the administration of Sector 4. From that moment on, Sector 4 fully assumed responsibility for securing and reinforcing these two infrastructure objectives.
In this respect, Sector 4 carried out the safety works in the Unirii road underpass as early as last summer, while also contracting specialized services for conducting two technical assessments by experts from the Technical University of Civil Engineering Bucharest. Both the Unirii Slab and the Unirii Underpass were classified as being in Technical Class IV – unsatisfactory, requiring urgent intervention.

As for the works already carried out inside the Unirii road underpass, these will not be fundamentally affected by the reconstruction of the Unirii Slab, since most of the safety elements installed in the underpass can be dismantled and then reinstalled once the works are completed.
The works will be executed in stages, section by section, precisely to keep car and pedestrian traffic open in the Unirii area and to avoid blocking the city center.

Modernization of Olteniței Road

Stretching over six kilometers, this major artery will undergo a complete modernization. The City Hall of Sector 4 has begun works on one of the busiest traffic routes in the southern part of the Capital. Olteniței Road, which connects Bucharest with the city of Popești-Leordeni, will be fully reconfigured and rehabilitated.
In the first phase, works will focus on the section between Eroii Revoluției and Piața Sudului, after which they will continue on the second portion, from Piața Sudului to the administrative boundary of Sector 4. As part of this project, Olteniței Road will be completely modernized by rehabilitating both the tram tracks and the roadway, along its entire length of approximately six kilometers. In addition, over 500 new parking spaces will be created, green spaces will be expanded and turned into mini-oases of greenery with trees and decorative shrubs, and sidewalks will be entirely rebuilt.
In the last five years, the City Hall of Sector 4 has paid particular attention to road infrastructure through sustained investments. As a result, the most important traffic arteries in Sector 4—such as Giurgiului Road, Berceni Road, Metalurgiei Boulevard, and Turnu Măgurele Road—have been rehabilitated and widened.
The contract has also been signed for the modernization of DN4 (Olteniței Road), which includes widening the road to four lanes along the section between Danubiana and the entrance to Bucharest.
Infrastructure development is a top priority in Sector 4 and is part of the “New European Bauhaus” concept, which aims for EU cities to strengthen their post-pandemic economies, as well as an important step in implementing the “Green Deal” project.
Modernization of Olteniței Road

A new international airport will be built in the south of the Capital
Bucharest-South Airport, the new gateway to Europe, will serve over 11 million passengers and allow the transport of at least 30,000 tons of cargo every year.
Bucharest-South Airport, which will be built south of the Capital through a partnership bringing together local and central authorities with responsibilities in the field, will be designed to initially serve more than 11 million passengers, with the possibility of expansion to accommodate over 20 million passengers in the second stage, and to enable air transport of at least 30,000 tons of cargo annually.
This is the conclusion of a recently developed feasibility study carried out by a consortium of specialists, including representatives of the French company SETEC, with extensive global experience in studying, designing, and building airports in Europe, South America, Africa, and Asia.
According to this study, the new international airport of Bucharest will be built near the locality of Adunații Copăceni, Giurgiu County, located 24 kilometers from the center of Romania’s Capital and 43 kilometers from the Bulgarian border.
The creation of the new airport in the southern area of Bucharest marks a significant milestone in the development of Romania’s aviation infrastructure and the southeastern region of the European Union. At the same time, it will meet the pressing need to decongest air traffic in the Capital, which is currently concentrated exclusively at Otopeni Airport. Here, experts estimate that in the coming years, passenger traffic could increase significantly (up to about 65 million passengers annually by 2050). Since no expansion plans are foreseen for Otopeni, considering a new airport would ensure more efficient traffic management and an improved passenger experience.
This ambitious project will follow IATA (International Air Transport Association) guidelines and is designed to serve as a strategic hub for both passenger and cargo operations, responding to the growing demand for air transport in the coming years. Covering a vast area, the airport will feature state-of-the-art terminals, runways, and cutting-edge facilities, ensuring smooth operations.
Moreover, the airport’s strategic location offers convenient access to existing and future transport networks, including roads, railways, waterways, and metro systems. This efficient connectivity ensures fast and seamless access for both passengers and freight carriers, boosting mobility and business opportunities. Additionally, the airport’s proximity to Bulgaria adds another significant strategic advantage.
Considering that both Romania and Bulgaria are already members of the Schengen air and maritime space—and by the time the airport is completed, both countries will also have their land borders in Schengen—the new airport will become a strategic hub, a crucial gateway for international travel and trade, facilitating the uninterrupted movement of goods and passengers.
Given Romania’s new status as a fresh member of the Schengen Area, it is estimated that the new terminal will require a reduced customs control area. Ultimately, taking into account all these aspects, as well as the number of contact stands, the required terminal area is estimated at approximately 81,000 m², out of a total of about 700 hectares of land needed for the airport’s construction. The terminal space will be distributed across multiple levels to minimize its footprint.
The new airport in southern Bucharest will also be a crucial hub for cargo transport, including cargo warehouses, storage facilities, and state-of-the-art logistics infrastructure. It will handle a wide variety of goods, from perishables to oversized cargo, ensuring fast and safe transfer to various destinations. The cargo terminal space is estimated at a minimum of 3,000 m².
Once completed, the new Bucharest airport will also include functions connected to air passenger and cargo transport, such as: control tower, airport security facilities, aircraft rescue and firefighting station, de-icing and airport maintenance facilities, as well as a passenger car park with nearly 4,500 spaces. In addition, it will offer a range of facilities for the airlines operating flights, including an aircraft maintenance hangar, ground support equipment, in-flight catering facilities, aircraft fueling and de-icing facilities, plus solar power plants and wastewater treatment stations, ensuring sustainable resource management and minimal environmental impact.
With the development of the airport, a true Aerotropolis will emerge around it. This so-called “airport city” will benefit, in addition to the transport infrastructure created to facilitate airport access, from non-aeronautical facilities such as residential, economic, educational, and service-related developments.
This project is of vital importance, as Romania is already part of the Schengen Area with its air and maritime borders. Under these circumstances, we, the residents of southern Bucharest, can seize a great opportunity.
Europa Unita Overpass

The Eroii Revoluției area is becoming the most unclogged intersection in Bucharest!
The Europa Unita overpass is built at the intersection of Alexandru Obregia and Metalurgiei boulevards with Turnu Măgurele Street. Started in February 2022, the new overpass in Sector 4 has a total length of 653 meters, consisting of a bridge and two access ramps—one from Caporal Luică Street and the other from Sergent Ion Iriceanu Street. Designed and built to ease traffic in one of the busiest intersections in the Capital—between Alexandru Obregia and Metalurgiei boulevards and Turnu Măgurele Street—the “Europa Unita” underpass directs traffic from Caporal Luică Street towards Sergent Ion Iriceanu Street.
The overpass has two lanes in each direction, arranged on a carriageway 15 meters wide. The estimated investment value is 73 million lei.
The superstructure of the overpass, of a mixed steel-concrete type, rests on four supporting elements (two piers and two massive reinforced concrete abutments), each of which is founded on eight bored piles drilled to a depth of 25 meters and with a diameter of 1.5 meters.
Pedestrian crossings have been removed and relocated underground, traffic lights reconfigured, and connections to the metro and tram stations have been created through a pedestrian passage that crosses one of the busiest areas in the Capital! The project also includes widened traffic arteries, new parking spaces, green areas, and a state-of-the-art smart public lighting system.
Berceni Arena Ice Rink

The Berceni Arena Ice Rink in Sector 4 of Bucharest is in its final stage of technical testing before opening. Under these conditions, the only competition-standard ice rink in Bucharest and, at the same time, the only such sports facility built in the Capital in the last 70 years, will host the first ice hockey match played in Bucharest after more than 12 years. This will be the Romanian Super Cup – 2024, in ice hockey, scheduled for August 31, between CSM Corona Brașov and ACSH Gheorgheni. Bucharest will once again be placed on the map of European capitals offering people infrastructure dedicated to ice sports.
The Berceni Arena Ice Rink is housed in a brand-new building, constructed from the ground up, with two levels—ground floor and one upper floor—and surrounded by approximately 3,000 square meters of green spaces. Inside the building, there are serving areas in the lobby, both at the ground floor and upstairs, as well as other rooms dedicated to cloakroom services, offices, locker rooms, ice plant installations, methodical training rooms, VIP lounges, and press cabins.

One of the most surprising features of this newly built facility will be the temperature difference between the ice surface and the stands. While the rink will maintain a temperature of approximately 5–6 degrees Celsius, spectators in the stands will enjoy milder, spring-like temperatures of around 15 degrees.
On the ice level, under the skates, the surface will be kept in excellent condition with the help of two refrigeration units, maintaining a constant temperature of -5 degrees Celsius. Spectators will be able to enjoy sports competitions in a comfortable atmosphere, without feeling the cold. This is made possible thanks to modern climate control technology, which includes three air-handling units dedicated to the arena.
In addition, an underground construction has been built to store water for fire extinguishing purposes. The total cost of the new Olympic ice rink amounts to 10 million euros, and the works—carried out by three companies contracted by the Sector 4 City Hall—took approximately 1 year and 8 months.


Apărătorii Patriei Overpass

Increasing vehicle travel speed means fewer noxious emissions released into the atmosphere compared to when cars idle at traffic lights. This is the main reason why, in 2024, Sector 4 is building, at the Apărătorii Patriei intersection, a road overpass that will not only help decongest road traffic but will also restore normality to the city’s infrastructure by closing the Capital’s median traffic ring.
This overpass is being built following the model of the “Europa Unita” Overpass and will take the flow of cars from Turnu Măgurele Street and direct it toward Vitan-Bârzești Road, while vehicles using Berceni Road will have unrestricted access toward the city exit to Berceni commune and back. The works already started include both new utility networks and the landscaping of the entire area.
The overpass will have a length of 860 meters, two lanes in each direction, and will cross Berceni Road, from Turnu Măgurele Street to Sergent Ion Iriceanu Street.
Smart City, Investments in Digitalization and Smart Solutions
Sector 4 – A National Model of Green and Smart City
At the same time, constant investments in the digitalization of interactions between the local administration and taxpayers, as well as in Smart City, Smart Living, and Smart Environment solutions, are measures meant to create better living conditions for the residents of the Capital and to reduce the socio-economic gap between the northern and southern parts of Bucharest. In terms of digitalization and Smart City, Sector 4 ranks among the top in Romania, with the tax and duties department as well as the urban mobility department already fully digitalized in their interaction with residents.
In recent years, Sector 4 has been awarded the title of “Best Smart City Project in Romania” at the Smart City Industry Awards competition, thanks to the digitalization of public services, Smart Mobility and Smart Citizen initiatives, and investments in infrastructure for electric vehicle charging stations (22 charging points). In the future, a complex AI-based assistance system, called the Virtual Clerk, will be implemented, with the aim of creating the first paperless local administration—without files, queues, or counters.
Văcărești Natural Park
Sector 4 – A National Model of Green and Smart City
Sector 4 will implement the Green Deal concept, financed by the European Union, in order to increase green spaces in the sector by 20% in the coming years. It is the country’s first urban cultural park and the largest green space in the Capital. Bucharest is one of the few privileged capitals in the world to have a natural park within its city limits.
The Văcărești Delta is bordered by Vitan-Bârzești Road, Văcărești Road, Unirii Embankment, and Olteniței Road. This area is home to a rich biodiversity, something very few capitals in the world can still boast: 331 species of plants (Russian olive, American ash, reed, Siberian elm, etc.), 150 species of birds (mute swan, pygmy cormorant, night heron, common gull), 111 species of insects, 13 species of mammals (otter, fox, weasel, etc.), 12 species of mollusks, 7 species of fish, 6 species of amphibians, and 5 species of reptiles.
The Văcărești Natural Park will be transformed into a true tourist attraction. Tudor Arghezi Park, the first park built from scratch in the last 30 years, is already under construction. Work will also soon begin on Romania Park, a theme park in the Tineretului area, a unique objective in Romania.
In the near future, Sector 4 will also have the most modern waste management system in Bucharest, as well as its own comprehensive air quality monitoring system.
The New European Bauhaus
Urban Regeneration

The City Hall of Sector 4, Bucharest, has launched in SICAP a framework contract worth 6.98 billion lei for urban regeneration, aimed at transforming the sector in line with new European standards focused on sustainability and resilience. The scope includes everything from energy-efficient rehabilitation to the reconfiguration of public transport and pedestrian routes, recreational areas, all combined with large-scale digitalization to ensure efficient resource allocation. Increasing focus is placed on developing pedestrian and cycling routes, smart and efficient lighting, and monitoring systems that guarantee citizens’ safety in public spaces.

Moreover, the “New European Bauhaus” refers to how we live together, to our values, to our shared work and recreation spaces, and to our everyday experiences.

Fire Station on Perșani Street

The first fire station built in the last 40 years, ensuring the safety of Bucharest residents and the efficient management of emergency situations.
The unit is part of an integrated emergency response system, which also includes the Emergency Reception Unit and the Burn Treatment Section (with 3 beds) within the Bagdasar-Arseni Emergency Clinical Hospital—investment objectives also developed by Sector 4. Within this integrated civil protection system, the new fire station will operate under the “Pieptănari” Fire Brigade and will primarily serve the southern area of the Capital, namely Sectors 4 and 5, as well as a significant part of Ilfov County.
Through this investment made by the Sector 4 community, intervention times will be significantly reduced in cases where rescuers need to respond to emergencies in the two Capital districts or in the localities south of Bucharest.
The Perșani fire station was built from the ground up by the Sector 4 community, with a total area of 1,100 sqm and a height regime of ground floor plus one floor (P+1).
The building includes an area dedicated to intervention equipment/vehicles, as well as an administrative area for ISUBIF staff, featuring a gym, dormitories, kitchen, locker rooms, offices, and technical spaces. In addition, the unit also has an educational component, where children and young people will be trained by qualified personnel on the appropriate behavior in emergency situations.



Norilor Market

Norilor Market in Sector 4 of Bucharest has been returned to the community, after almost two years in which the old, unsafe, and unsanitary building was replaced with a new, modern one, fully authorized by ISU.
The new building, which replaced the old, decrepit, and unsanitary commercial center that thousands of people avoided because it had become a source of infection, has now been transformed into one of the most modern markets in the Capital.

A new, modern, and safe building, ISU-authorized, with parking spaces and facilities for both merchants and customers. Fresh vegetables and fruits, dairy products, meat, and meat preparations directly from Romanian producers are available at the 70 market stalls and in the 12 commercial spaces arranged on the first floor of the building.
The space, with a total area of 700 sqm, hosts 70 stalls and 12 commercial spaces on the first floor, while the ground floor offers 47 parking spaces, including two equipped with charging stations for electric cars.


Piața Sudului, the Safest and Most Modern Food Market in Romania!

Authorized from a fire safety perspective, Piața Sudului is now equipped with all the necessary facilities to prevent emergencies. As a result of specific works, fire detection and extinguishing systems were installed, along with smoke and hot gas evacuation systems where needed. In addition, fire-retardant materials were used in the construction to ensure resistance to fire and prevent the easy spread of flames, while evacuation routes were designed to handle large flows of people and supplemented with direct exits to the outside, making it one of the safest food markets built in Romania to date.
The modern architecture, built on a metal arch structure with glazed facades and a glass canopy at the entrance to allow strong natural lighting, combined with restaurants, cafes, and relaxation areas, makes Piața Sudului one of the most modern agri-food markets.
A total of 145 stalls have been arranged for fruit and vegetable producers, spread across two levels: 105 on the ground floor and 40 on the upper floor, as well as 37 commercial spaces where people can purchase basic food products such as fruits, vegetables, dairy, meat products, bakery goods, pastries, confectionery, and many other items typical of agri-food markets.
Eroii Revoluției Intermodal Hub

The Eroii Revoluției area, now an intermodal public transport hub, has become the newest and most modern urban landmark in Bucharest.
Sector 4 of Bucharest has completed the most extensive systematization and urban regeneration works carried out in the Capital in recent years, placing the Eroii Revoluției area on the map of Bucharest’s newest and most modern urban landmarks.
The total cost of the project was €25.2 million and involved the urban regeneration of the Eroii Revoluției area, including the relocation and replacement of certain utility networks, replacement of poles, contact lines, and tram catenary systems, completion of the underground road underpass, reorganization of road traffic, modernization and rehabilitation of all main roads, including some adjacent to the area (Mitropolit Dosoftei, Mitropolit Iosif, Mitropolit Grigore), as well as landscaping works for public spaces.
Regarding landscaping, these works included the refurbishment and creation of new green spaces on both sidewalks, as well as grassing the tram line in the area of the new STB station, which is covered by a metal structure inspired by the works of Spanish architect Santiago Calatrava. This element alone cost €5.3 million.
Passenger access to this station will be provided through an underground pedestrian passage, permanently monitored by video surveillance to discourage antisocial behavior, and thanks to which the Eroii Revoluției metro station will be able to obtain ISU authorization.
In addition, alongside the reorganization of road and pedestrian traffic mentioned earlier, the entire Eroii Revoluției area now has a new identity, with the construction in the center of the intersection, around the tramway platforms, of the “Heroes’ Gate.” Inspired by the works of the famous Spanish architect Santiago Calatrava, this new structure was designed as an integrated “urban landmark” with a unique sculptural-architectural character, meant to highlight cultural heritage and to honor the heroes who fought for the safety and integrity of today’s Romania.

Alongside these specific works to anchor the road infrastructure of the area in the daily reality of 2024, Sector 4 will also inaugurate, starting June 10 of this year, the Eroii Revoluției underground pedestrian passage. This objective was started 14 years ago and later abandoned until Sector 4 took over its administration, at which point it was on the verge of collapse.
Modernization of the Public Lighting System

All streets in Sector 4 will be equipped with LED lighting, and the modernization of the electrical network, started three years ago, has already been completed by 60%.
The old network will be completely replaced, and the yellow light bulbs, which consumed large amounts of electricity, will become a thing of the past. They will be replaced by a modern LED lighting system, which will primarily guarantee reduced electricity consumption—a benefit already noticeable at the sector level.
Sector 4 now has the largest LED-based public lighting network.
These bulbs, with a much longer lifespan than traditional ones, ensure excellent visibility at night, allowing residents to feel safe on the streets of the sector, where the risk of antisocial acts will be significantly reduced.
Moreover, LED lights produce a soothing illumination, without unwanted effects on our eyesight, and are very environmentally friendly, as they contain no mercury or other hazardous substances.

Thanks to these dimensions, it has been officially approved for both national and international swimming competitions.
At the same time, the existing sports hall of Secondary School No. 190 has been rehabilitated, modernized, and expanded. Following these investments, children now benefit from a completely refurbished sports hall with an area of 600 sqm, featuring a new sports-specific floor, new equipment and accessories to support physical activities, modern locker rooms and restrooms, and an efficient heating system.
These new sports facilities will benefit the 1,872 students of School No. 190, as well as the students participating in competitions organized here.

Kindergartens in Sector 4

In Sector 4, no child will ever attend kindergarten in buildings with seismic risk. The campaign to make kindergartens in Sector 4 safe has been completed by the local city hall. Now, all buildings hosting kindergartens are fully secure, consolidated, authorized, and equipped with the most modern study and recreation conditions. All children enrolled in Sector 4 kindergartens will benefit from these improvements, thanks to the campaign “No child in Sector 4 will attend kindergarten in class I seismic risk buildings,” which has now been finalized.
The works were highly complex and involved consolidating buildings, rehabilitating them, carrying out construction works, and installing special facilities required to obtain ISU and operational authorizations. The total investment amounted to over 26 million lei (about €5.5 million), funded through governmental programs via the Ministry of Regional Development and Public Administration, together with local budget co-financing. This amount also included the acquisition of modern facilities installed in the kindergartens included in the program.
The local administration of Sector 4 is investing in over 2,000 new places in nurseries and kindergartens.
Sector 4 continues the process of identifying, reconfiguring, and constructing new educational spaces for children aged 0–6, for whom places in public nurseries and kindergartens in southern Bucharest are currently insufficient. At this moment, there are around 2,500 such requests in Sector 4 that could not be met due to the lack of available places.
Given its legal responsibilities, the local authority must urgently find solutions to manage the acute shortage of places in nurseries and kindergartens. To support families, Sector 4 has already taken the first steps by reconfiguring existing buildings—either owned or administered by the local authority—transforming them into new nurseries and kindergartens, essential for providing children with safe and modern conditions while their parents are at work. This first stage will create 2,000 new places in nurseries and kindergartens, addressing a significant part of parents’ demands.
The first such project was completed in the Nițu Vasile area, where the former headquarters of the Local Tax and Revenue Directorate of Sector 4 was reconfigured and modernized. Since September 2023, it has accommodated about 120 children in nursery conditions. Similar projects are currently underway at the former headquarters of the Local Police Directorate on Aleea Ciceu, as well as in the building on Enache Ion Street, which until last year hosted the Directorate of Social Assistance and Child Protection.
In 2024, at least four more such units will be added. Administrative procedures are already in progress for the construction of a new kindergarten and nursery from the ground up on Metalurgiei Boulevard 214–220, near the new Tudor Arghezi Park. Local councillors have already approved the technical and economic indicators for this project.
In parallel, three other buildings currently serving as commercial spaces will be modernized and reconfigured into nurseries and kindergartens, given both the urgent need for more places and their location near other commercial centers with similar functions. These are: the Apărătorii Patriei Market building, a building near Progresul Market, and the Berceni Market building. Approval from the Bucharest General Council will be requested to officially change their designation from commercial spaces to preschool and early education units.
In the coming period, local authorities in Sector 4 will continue to seek solutions—through local, national, or European funding—to fully cover the need for nursery and kindergarten places.
So far, more than 300 million lei have been invested in works required to obtain fire safety authorization, as well as in consolidation, thermal rehabilitation, and modernization of educational units. Investments in the rehabilitation, consolidation, and modernization of kindergartens alone have exceeded 70 million lei (over €14 million).
In the past five years, preschool spaces have also been expanded through the construction of new modular buildings at the following schools: Secondary School No. 194, Secondary School No. 165, Emil Racoviță Secondary School, Secondary School No. 133, George Bacovia Secondary School, Secondary School No. 100, and Secondary School No. 97.
Additional preschool spaces have also been created through new constructions at Secondary School No. 190 and the “Dacia” Technological High School on Metalurgiei Boulevard No. 89. These projects were financed both from the local budget and non-reimbursable European funds.
Currently, Sector 4 of the Capital has a total of 57 public pre-university education units: 18 kindergartens, 26 secondary schools, and 13 high schools. During the 2022–2023 school year, approximately 35,000 children were enrolled, of which around 6,000 attended preschool institutions.

A new educational complex is being built from the ground up in the Metalurgiei area. Sector 4 continues to design highly important projects for the development of the southern part of the Capital, which in recent years has undergone a true demographic boom. The area has grown significantly, and many families with children have established their homes here. For this reason, Sector 4 plans to develop a new educational complex for these families.
Next to the 14 sports fields already built near Tudor Arghezi Park, the Sector 4 community will construct from scratch a nursery, a kindergarten, and a school. The new facility will be built on a surface of over 10,000 sqm. For this purpose, Sector 4 has identified a plot of land located on Metalurgiei Boulevard.
In recent years, Sector 4 of Bucharest has undergone a true urban revival, driven on the one hand by people’s interest in buying new homes in the area, and on the other hand by investments made by the local administration throughout the entire sector. Boulevards have been widened from two to four lanes, thousands of new parking spaces have been created, green areas have been arranged, streets have been paved, sidewalks reconfigured, and investments have been made in the electrical network. Most of the sector’s main roads are now equipped with a modern LED lighting system, ensuring reduced energy consumption.

The Headquarters of the General Directorate of Local Taxes and Duties Has Been Transformed into a Nursery and Daycare Center for Children in Sector 4

Just two weeks after the inauguration of the Unicornul Fermecat nursery, the doors of another such educational facility have been opened wide. The building that once housed the General Directorate of Local Taxes and Duties on Nițu Vasile Street has been transformed into a nursery, where more than 100 children are now welcomed.
The newly inaugurated space was created by reconverting an administrative building belonging to the local authority, as part of the program that the Sector 4 community has been implementing for over four years, aimed at ensuring the safety of all buildings hosting educational institutions.
Before being reconfigured, the building housed the General Directorate of Local Taxes and Duties for many years and was closed following the complete digitalization of public services in Sector 4. Now, the building has been fully renovated and specially adapted to accommodate, in conditions of maximum safety and enhanced comfort, over 100 children from Sector 4.
The opportunities that Sector 4 offers children, parents, and teachers are noteworthy. It has already become a tradition for the Sector 4 City Hall to get actively involved in developing the infrastructure of educational institutions.
The new Degețica nursery, inaugurated today by the Sector 4 community, is organized as follows: on the ground floor, there are 5 groups for children aged 2 to 3 years, each group divided into three areas with different functions—classroom, dormitory, and bathroom. On the upper floor, the building houses 4 groups that will operate as a daycare center.
As a result of the reconfiguration works, the building now offers children and teaching staff a usable area of approximately 1,500 sqm, as well as a generous yard of about 500 sqm, transformed into a playground for the little ones. The building is also energy efficient, featuring a modern rooftop photovoltaic system that supplies the electricity needed for its operation, including lighting, ventilation, and the air treatment and purification system.
The new nursery will also provide an increased level of security, being monitored by a modern video surveillance system installed both inside and outside the building.

Sector 4 of Bucharest is becoming a University Center of Excellence, with the newest educational facility dedicated to the students of the Faculty of Dentistry.
Sector 4 of Bucharest has completed works on the newest medical-education facility, designed for the students of the Faculty of Dentistry within UMF “Carol Davila.”
The building, which places Sector 4 on the map of local communities hosting university centers of excellence, has an area of approximately 2,000 sqm, arranged on a ground floor and two upper floors. It was specially designed to provide proper training for Dentistry students and includes three amphitheaters, classrooms, a library, a simulator room, microbiology laboratories, offices, and technical-administrative spaces.

The announcement was made by the Mayor of Sector 4, Daniel Băluță, during a press conference held at the Dental Clinic on Olteniței Road no. 9.
The medical facility, which will be operated by the Bucharest University Emergency Hospital – UMF “Carol Davila”, will provide dental treatments for patients of all ages across Bucharest, as well as well-paid jobs for medical staff in the public healthcare system, giving them every reason to remain in Romania.
The newest and most modern dental hospital in Romania is located on Olteniței Road no. 9 and features 65 medical offices, waiting rooms, and an operating room, all equipped with state-of-the-art equipment. The value of this investment is 60 million lei—40 million for construction and another 20 million for equipment.
“Bagdasar-Arseni” Emergency Hospital

The Burns Unit arranged by the Sector 4 City Hall at the “Bagdasar-Arseni” Clinical Emergency Hospital has received approval from the Ministry of Health. Following this approval, the unit has been included in the national network dedicated to the treatment of patients with severe burns.
Specifically reconfigured to ensure all medical functions under maximum safety conditions, the new unit for severe burn cases—the only one built in Romania in the last 20 years—includes two operating rooms (for polytrauma and plastic surgery), a dressing room, a dedicated room for burn treatment, sterilization areas, as well as three private wards with one bed each, all equipped with state-of-the-art medical equipment, where patients with severe burns will be treated to the highest standards.
In addition, the emergency operating room can also be used by other specialties, depending on necessity.
In addition, the operating rooms have stainless steel walls and ceilings, while all surfaces are made of antiseptically treated panels based on silver ion compounds, effective against the most dangerous and widespread types of bacteria. Moreover, the wards feature glass walls to allow visual monitoring of patients. At the same hospital, the most modern emergency department in Romania has also been built.
A New Maternity Hospital Will Be Built in the Courtyard of Sfântul Ioan Hospital

Three obstetrics-gynecology wards, a neonatology ward, and an intensive care unit — a total of 166 beds.
In addition, the facility will include an operating block with four operating rooms, a delivery block, an outpatient clinic, a laboratory, and a pharmacy.
The complex, located on Vitan Bârzești Road no. 13, is planned to consist of two buildings with height regimes of B+G+3F and B+G+4F.
Currently, Sector 4 of Bucharest is conducting a public procurement procedure through the Public Procurement System (SICAP) for the design and construction of this new medical facility.





“Marius Nasta” Diagnostic Center

Sector 4 of Bucharest continues to invest heavily in developing the city’s healthcare infrastructure. With non-reimbursable European funds obtained through the PNRR, the local authority, together with the “Marius Nasta” Institute of Pneumophthisiology, is building from scratch a Center for Diagnosis, Treatment, and Tuberculosis Research.
The new medical facility will be built on Calea Șerban Vodă no. 189, on the site where the Zerlendi Pavilion of the institute once stood. The project has already begun with the demolition of existing buildings—over 130 years old and in an advanced state of decay—that were no longer compatible with any type of medical activity.
The new pneumophthisiology hospital will have a capacity of 115 beds, including 19 intensive care beds, three operating rooms, and research and analysis laboratories. This investment is an urgent necessity and at the same time an optimal solution, with both short- and long-term implications for Romania’s integration into European research and development programs in higher education, as well as for efficient management in the public health sector.
The new facility, located at 189 Șerban Vodă Road, will fully comply with the functional circuits and quality standards required for modern healthcare units.

Oral and Maxillofacial Surgery Hospital

The Dental Clinic will open on June 17, marking an achievement through which our community meets two major objectives. Firstly, residents of Sector 4 will have access to a treatment center built to Western standards. Secondly, this represents a significant step forward for Romanian medical education. Achieving this required a joint effort from dedicated individuals, a supportive government team, and substantial assistance from Parliament. Thanks to this, we now see results—such as the Emergency Unit at Bagdasar-Arseni Hospital, the Burns Center at the same hospital, the future maternity ward at Sf. Ioan Hospital, the Zerlendi building of the Marius Nasta Institute, and the upcoming Oral and Maxillofacial Surgery module we are preparing to build.
Here, at the Dental Hospital, UMF Carol Davila staff will begin working in the first stage, followed by the hiring of additional medical personnel in the second stage. This will create well-paid jobs under Western-standard conditions for a large number of professionals. Starting September 1, several social programs will be launched, providing free treatments through a medical commission, aimed at both active individuals and seniors. None of this would have been possible without the support of all our partners and the efforts of everyone who contributed to making this project a reality.

Sector 4 Begins Construction of a Theater in the Southern Area of Bucharest

Sector 4 of Bucharest continues to implement projects that add value to the local community while also ensuring citizens’ rights to access quality cultural services. The project is being carried out following sociological studies showing that residents of Sector 4 face difficulties in accessing culture, mainly because there is no cultural-artistic institution of theater level in the southern part of Bucharest. Traveling to performance halls in the city center is not only costly but also extremely tiring.
Under these conditions, the need for establishing such a cultural institution became clear—one accessible to all categories of the public, from kindergarten children to the seniors of Sector 4.
At present, the design phase of this building has been completed, and the construction order has been issued for the first and only theater in Sector 4, to be built in Orășelul Copiilor Park, with access from Olteniței Road. The works will last about two years and will cost up to €10 million.
The building, with a futuristic design, will have a total area of 2,600 sqm, spread across the ground floor, first floor, mezzanine, and a walkable terrace. According to the technical project prepared by specialists, the new theater will include a performance hall with approximately 250 seats, two conference rooms, office spaces, as well as a relaxation and socializing area on the terrace.
All children in Sector 4 will have access to this cultural facility, where they will be able to watch theater plays, concerts, and participate in various cultural events, such as painting or photography exhibitions, book launches, and more.
In addition, the performance halls may be made available to kindergartens, schools, and high schools in the sector wishing to organize artistic activities, exhibitions, or shows for children and young people. Furthermore, parents will be able to take their children during their free time to acting, music, or ballet classes organized here.
